Penelope's Puzzle

Hidden at the Lawrence Hall of Science, teams found an envelope with this letter from Mr. Boddy and eighteen strips of paper. Each one had numbers on the front and letters on the back.

Nine of them were vertical with with numbers on one side and letters on the other.

Nine of them were horizontal with with numbers on one side and letters on the other.

*Note: To try to solve this puzzle, it is necessary to print four pages, two with horizontal numbers on one side and horizontal letters on the other and two with vertical numbers on one side and vertical letters on the other. The dotted lines should line up and the numbers and letters should be oriented the same way. One must then cut out each of the eighteen strips along dotted lines.
